This was recorded at a rave in 1994.
It's somewhat trancey and switches to a section using the Modular Expansion "Cubes" sound 1:20 into the track, then the trancey...

It's Brian English - "Scatting Loons" from a CD called "Beyond Words"...which apparently came out last month......
