Yup it was the roots and culture mix. It all makes sense now, the bassline totally sounds like the one justin robertson used on one of his mixes of funky guitar under the name lion rock. Thanks everyone for the IDs so far!

In case anyone was wondering what the Bjork sounding track was, the good news is it's been ID'd! I did some more digging, and found out that Bjork also sang in the group called The Sugarcubes, and looked around at their stuff from 1992 and luckily found the right tune! It was released on the 'It's-It' remix album simply listed as 'Motorcrash (Justin Robertson Mix)'. It was also featured on an obscure one off promo with what seems to be 3 other unique Justin Robertson mixes: Sugarcubes, The - Motorcrash (Justin Robertson Remixes) (12", Promo) at Discogs
At first I thought this mix was possibly featured twice on the A side, while the dub was featured twice on the B side. But after finding data on the time durations on this site, though they're very close, and the fact that it says, strangely backwards, '2 Mix', then '1 Mix', likewise with the dub side, it seems that there's 3 other mixes on this promo unique to the version from above. If this is true, and the 4 mixes are indeed different from each other, then 2 of these mixes have never been released commercially, as one of the dubs was also released with the above mix on a limited edition cd of Its-it.
