Default "The Jam Is Here" sample

Well my last post was feeble, but this post I actually have a sample to post and need help identifying the artist. I think this was popular in the late 80's.
Anyone know the artist and song?

maybe the 30 or so people don't know where it's from..... i have never heared it before....... but have patience.... you never know , someone might know it eventually
